Job Description

JOB PURPOSE:

  • To direct the QHSSE activities within Salalah Free Zone Company (SFZCo), ensuring all operations, projects and investment activities comply with the quality, health & safety, security, and environment standards of the organization and applicable International & Omani regulations.

KEY ACCOUNTABILITIES:

Strategy Development and Implementation

  • As a member of the senior management team, participate in the development and refinement of SFZ Co’s overall vision and strategy, and contribute to the overall process of corporate management and decision making to ensure the organization maximizes its short, medium and long term goals.
  • Formulate and lead the implementation of the QHSSE division strategy, in line with SFZ Co’s vision, mission and business objectives.
  • Translate the QHSSE division strategy into annual operational business plans, and monitor performance to ensure deviations from performance targets are identified and reported in a timely manner, and that actions are adjusted to achieve set annual action plans.
  • Prompt SFZ Co’s QHSSE initiatives internationally and locally through awards, conferences, workshops and sponsorships.

People Management

  • Direct the process of effective divisional performance, in coordination with the People division, by setting individual objectives aligned to the organization’s business goals, conducting and overseeing performance appraisals for direct and indirect reports, manpower planning, recruitment, and training and development of staff to ensure the creation of a high level of engagement and a motivated work environment.

Budget Preparation and Control

  • Oversee the development and consolidation of the QHSSE division’s budget, in coordination with the Finance division, to ensure alignment with SFZ Co’s budget guidelines and submit for endorsement by the FD/CEO.
  • Monitor financial performance of the division versus the budget, keeping track of costs and areas of unsatisfactory performance to ensure improvement opportunities are capitalized upon.
  • Contribute to the company’s annual operational profit by issuing and renewing permits and reviewing environmental studies and assessments.

HSE Monitoring and Incident Investigation

  • Ensure continuous monitoring and inspection of all SFZ Co infrastructure and operations to proactively identify any potential areas of HSE risk and develop risk mitigation plans.
  • Evaluate, approve & issue all the investors HSE applications which includes, EIA’s, Climate Affair permit applications & Civil Defense permit applications in coordination with the relevant local authorities
  • Evaluate and approve/reject the new investor’s applications submitted by the commercial division to ensure their compliance with the SFZ Co QHSSE rules and regulations
  • Direct the effective execution of HSE incident investigations, ensuring proper reporting and putting preventative future measures in place.

Safety and Risk Assessment

  • Direct the development of HSSE risk assessments for all projects, investments and operations to evaluate safety risks as well as environmental and community impact, and to put in place impact and risk mitigation plans.

Quality of Service

  • Direct and guide the monitoring of quality of service provided to investors by SFZ Co and identify potential issues and/or areas for improvement, in order to increase customer satisfaction and develop necessary mitigation measures.

ISO Compliance

  • Oversee the monitoring of SFZ Co. operations to ensure continued compliance with ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018 Management Systems in order to meet quality, environment, health & safety and security standards and re-certification requirements.

Security

  • Direct and manage all security activities to ensure that SFZ Co. personnel, premises and assets are protected, safe and secure.
  • Develop and design security plans/systems for the HQ Building and SFZ Co. sites
  • Coordinate with the ROP/customs to approve the final custom gates design
  • Policies and Procedures
  • Lead the development and direct the implementation of divisional policies, procedures and controls covering the QHSSE division so that all relevant procedural/legislative requirements are fulfilled while delivering a quality and cost-effective service.

Quality, Health, Security, Safety and Environment

  • Ensure all relevant quality, health, security, safety, and environmental policies, procedures and controls are adhered to so that employee safety, legislative compliance, delivery of high quality service and a responsible environmental attitude can be guaranteed.
  • Ensure that incidents and hazards are reported in a timely manner, and reduce consumption of natural resources to assist in protecting the environment and ensuring a healthy and safe work environment.
  • Prompt new technologies within SFZ Co. to minimize the impact on the environment, security and occupational health & safety

Ad-hoc Requests

  • Perform additional duties in line with the current role, as and when requested by the CEO.

Qualification, Experience and Skills

Qualifications

  • Bachelor’s degree in HSE or Environmental Science, or any related specialization.
  • Relevant Quality, Health & Safety, Security, and Environment professional certifications.

Experience

  • 8 years of experience in a relevant field, including at least 5 years in positions involving managerial/supervisory responsibilities.

Job Description

 JOB PURPOSE:

  • The HSSE Officer has a pivotal role in engaging with Operational departments to assist them in being compliant with HSSE requirements while focusing on ways and methods to coach Operational departments to lead safety differently starting at the front line and convincing junior, middle and senior leaders to the be the example leading from the front.

KEY ACCOUNTABILITIES:

  • Ensure all workers inside the port area comply with ASYAD PORTS & FREEZONES HSSE procedure
  • Supervising the application of safety conditions in buildings and workshops
  • Responsible for fire extinguishers and firefighting systems maintenance and certification renewal with third party
  • Responsible for other fire protection and firefighting systems maintenance and certification renewal with third party
  • Maintain all HSSE inspection records up to date
  • Ensure the port premises is hazard free and all operations and garbage disposals are taking place properly
  • Follow up and reporting any pollution including oil pollution within the port area and coordinate with Oil and Chemical Spill control Contractor.
  • Responsible security in the port 24 x7
  • Responsible for proper utility of security guards and gate pass issuing requirements.
  • Fighting the fire by available equipment (fire hydrants & hose reels)
  • Maintain proper coordination between ROP for all issues related to port security
  • Maintain proper coordination with PACDA or all issues related to health, safety and rescue.
  • Maintaining a close coordination with all entities having facilities inside the port to ensure all are integrated to the security system.
  • Maintaining a close coordination between all departments of ASYAD PORTS & FREEZONES to ensure proper compliance of all HSSE requirements by each department and individual.
  • Control the visitors and port users to ensure they comply all HSSE requirements.
  • Respect and comply all ASYAD Ports & Freezones’ business guidelines, rules and ethics and preserve the confidentiality of all ASYAD Ports & Freezones affairs.
  • Attend any other assignment assigned by management.

Qualification, Experience and Skills

Qualifications

  • Bachelor’s degree in HSSE, or other relevant technical or industrial discipline.
  • Certificate of training in industrial safety.
  • NEBOSH IGC.

Experience

  • Fresh graduate.

Knowledge/ Skills

  • Relevant computer proficiency, experience in using e-mail, Microsoft Package and/or any relevant software
  • Fluency in Arabic both oral and written, fluency in English is desirable.
  • Excellent problem-solving skills and the ability to make informed decisions under pressure to ensure minimal disruption to terminal operations.
  • Familiarity and good understanding of local and International legislative requirements.
  • Computer Literate, good skills working with Microsoft Office.]
  • Fluent in English and Arabic.
